amazon stalkin panter and subterfuge mask doesn't work together

the value of my total evasion rating decreases when i switch my helmet with another helmet with energy shield base that have equal evasion rating granted by subterfuge mask point. is it bug or not ?

what are all the mods on the helms? or show pictures of both helms.

I think it only works with base EV on the helmet, not granted by other passives. Probably to avoiid exactly what you're trying to do.
