Lich "Price of Power" node — charge consumption order

Hi, everyone. I have a question about the Lich node "Price of Power". If i use a spell that consumes power charges (Bonestorm, for example), does it consume the charges before or after this node takes the charge?

I'm looking at this too. Will probably need to maximize charges in every way possible so they both trigger. Overflowing power node looks nice
