GGG can we get some clarification on Riven Armour

Specifically, does using High Velocity Rounds again reapply Riven Armour while armour is still broken?

I ask because if not, Crossbows only bleed build has been nuked from orbit with the 900%(!) damage loss on the skill when hitting enemies with fully broken armour. If it can be reapplied then that alleviates the damage somewhat.
