Can not get last 2 boss skill points

I can not get my last two Atlas boss tree skill points. I may have forgotten to loot it once due to full inventory (not sure).
But since then I have done every condition multiple times ( citadel bosses/anomaly bosses 6 mod waystones area level 81 to make sure) but the tome does not drop.

Can someone please help me here?
I don't know what to do. I don't even know what skillpoints bugged out or what is the bug.
I repeaditly kill Citadel/Anomaly Bosses in T16 maps with 6 mods but can not get my last two points.
I also rekilled normal arbiter.

I am not abel to get the uber arbiter fragments two drop.

Killed also Anomaly boss in area 80lvl with 6 mods and no points.
Cant say to Citadel boss, cause I havent found any Citadel at all in deep atlas, which is also dump.
