How to get the "Lich's Gaze Shield" MTX in PoE2?

Hey everyone,

I've been looking through the PoE2 database and found a shield MTX called "Lich's Gaze Shield" that I really want.

Does anyone know how to get this skin? Is it currently available in the in-game shop, or was it part of a special event, supporter pack, or a mystery box? I haven't been able to find it, so any information would be a huge help!
