Convalescence gem doesn't take Intelligence stat on sceptre into account

When you try to socket the Convalescence gem you get an error sound but there is no explanation for why you can't use it. If you bring your intelligence up to the required amount without factoring the +int on the scepter, the gem will socket properly.
