More Plot Hooks for the Act 4 islands

I've gone through Act 4 twice and am loving the non-linearity of it. The first I just started from Kedge Bay and went around in a circle. The second time I tried exploring Arastas and Ngakanu early and found some extra NPCs to interact with which was fun.

I'd love to see more dialogue lines or even explicit quests that send us to the other islands besides Kedge Bay. For example, going to Ngakanu early has Kaimana sending you to Whakapanu for the shark fin, but there are no other story reasons for visiting the Abandoned Prison or Shrike Island. Isle of Kin also has no lead-up, but I may have missed an opportunity for somebody to mention Matiki went missing in the vicinity.
