Combat frenzy and charges

lately trying to play my normal build since EA started my charge gain has been off lately like freezing an enemy with combat frenzy resonance keystone to turn them into power charges but i get ice bite and no charges at all and dying also turns off combat frenzy for me. just wondering if its a bug or truly a me issue so i thought i would leave my experience here
