[BUG] Atlas bugged - no citadels with light beams

Havent seen any Citadel spawned on my Atlas run. Dived further from cetral point in direct line as suggested many maps (100+ for sure) and cleared every tower on the direct way for vision and still no citadels spawned.
Also there are no light beams showing their spots nearby in fog of war. Cant progress Arbiter quest.
