Sniper minion (gas Arrow) WAI or bugged?

Hello world,

Is gas arrow just bugged or not working as intended? It used to work great, but now it's pretty much useless. It used to ignite right when it made contact with fire, and now I'm lucky if it ignites at all. I wanted to start a minion build and I like using snipers but stopped when I noticed they haven't fixed gas arrow like I thought they would.

So, is it bugged or working as intended? Really hope it's the former.
