Resistance Penalty should always be tied to Character Level
So nowadays the final penalties for Resistances are tied to player level. So when you gain level 60 you lose 10% resistances and once again when you get to level 65.
That seems odd, but honestly? It's probably a good idea. And we could do one better, we could make all the resistance penalties depend on player level instead of which Act you are playing. The main reason I would like to have this is that it is actually a real mess to be constantly switching acts and for some reason the resistance you see in your character stats is not the real one because you are in the wrong act. And before you talk about how you are not supposed to go to previous acts. You do! When you go to Sekhemas or Well of Souls and that's Act 2, go to the temple of Chaos, that's act 3. Or they could get rid of that resistance penalty BS altogether. Problem solved...

Yeah but then they would have to come up with an actual system for resistances similar to armor and that's a whole other topic
