Incorrect values of tier 1 modifier +# to Level of all Spell Skills on Focus items

Hello, I believe theres an error in the value of the tier 1 modifier of +# to Level of all Spell Skills on Focus items. Right now the tier 2 modifier has a higher value than the tier 1. Example:

Value of tier 1 mod (+2):


Value of tier 2 mod (+3):


I believe the value of the tier 1 modifier should be a +4.
