Could not generate mod Using Omen of homogenising exaltation

I try to add an Exalted with Omen of homogenising exaltation into a wand Item Level 80 with x3 "Gain % of damage as extra (Element) Damage" and i get "Could not generate mod" the tags available are: [Elemental / Damage / Fire / Cold / Lightning].
Since all of them are Prefix the only available options are the suffix "+ level of all (element) spell skill" [Tags: Caster / Gem / Elemental / Fire / Cold / Lightning ].

But instead i get the message "Could not generate mod"
