Where's the Citadel?

This patch I decided to try and do arbiter because of the changes to crafting and async trade. Prior I just ignored this content because I had no desire to grind for the gear I was expecting I would need.

But now that I'm actually looking for the things, they don't show up.

I hope with the changes to endgame next patch they remove this aspect of endgame. Because this is pretty lame.
