Bug in Crafting Amulet - Not Receiving +3 to Level of all Melee Skills

Dear Path of Exile Support Team,

I am writing to report a bug I encountered while crafting an amulet in Path of Exile 2. I had a Solar Amulet with the following attributes:

Implicit: +12 to Spirit
Prefix 1: +50 to Spirit (Fractured)
Prefix 2: +148 Accuracy

My goal was to craft +3 to Level of all Melee Skills on the amulet. To do this, I used the following crafting materials:

"

Perfect Exalted Orb
Omen of Dextral Exaltation
Omen of Homogenesing Exaltation

However, after crafting, I ended up with +2 to Level of all Melee Skills instead of the intended +3.

I believe this may be a bug, as I followed the correct crafting process, and the materials used should have guaranteed +3 to Level of all Melee Skills. Could you please investigate this issue and provide a solution or any further instructions on how to resolve it?
