Omen of Chaotic Quantity seems to add Temporal Chains at 100%

Hi, Poe 2 team.

Just wanted to know if Omen of Chaotic Quantity intended to add Temporal Chains guaranteed?

I tried to craft 10 waystones with the omen of chaotic quantity, and it appears the Temporal Chains affix was added to the 10 Waystones I crafted with the oment.
