Runic monsters (expedition) apply a permanent action speed debuff

There is a mob or an effect caused by an expedition mob that causes the character to be permanently slowed until hit by another, stronger slow that overwrites it. Only after that the debuff will expire.

This effect does not appear on the buff/debuff bar.

The only other bandaid solution is to leave the map and go back in.
