Attack speed bugs Siphoning Strike

Any increase in attack speed will cause Siphoning strike to miss the target. When using this skill on a shocked enemy whilst having any increase in attack speed, it will blink to the shocked enemy but deal no damage nor will it consume the shock to gain power charges.
