Leech is not filling life completly full

I am running a hybrid ES/Life build and I am leeching with Bone Barrier Poison SRS. Life leech is not filling my life completely full. It stops at random amounts near full, but never completely fills. I have Zealoth's Oath on and I do not have Ghost Reaver. When I take life damage it will start leeching, but stops short. I have tested it with Eldritch Battery turned on and it has the same problem, leech works but not to full.

I am running an Abomination map and there is no leech at all, same setup, the map does not have a no leech map mod. My life dropped a couple thousand points and wouldn't fill.
