Question and Help on Tablets

I have looked on websites and watched videos, but I am still totally in the dark on tablets. Is it a bug or am I missing something? My map is empty in searching for hands to gain more splinters. From what I have been reading, it states to complete a tower and then I can use a tablet. Not having any luck at all.

Tablets are now applied to the map device with the way stone.
