Vilenta's propulsion doesn't work with arcane surge

I have noticed that the cast speed from arcane surge isn't getting calculated in vilenta's propulsion. I was experimenting with the jewel buff and not ascendancy so I'm not sure if it's the same for both buffs.

It gets calculated on PoB but in game I don't see it calculating. I'm using feathered fletching node to see the increase in damage and arcane surge works as usual but the damage doesn't increase on the skill itself. All other instances of cast speed seem to be applied fine.

I'm pretty sure such stats intentionally don't affect each other. To prevent possible infinite loops* they have to either apply at the same time or in a set order (and there's no sing of that order).

*For example
50% of Increases and Reductions to Cast speed also apply to Projectile Speed for Supported Skills
with
Increases and Reductions to Projectile Speed also apply to Damage with Bows
would cause the loop if we add hypothetical
Increases and Reductions to Damage with Bows also apply to Cast speed
