Disciple of Varashta – Kelari Command Skills not scaling with any stats?

I’m playing Disciple of Varashta and noticed that Kelari Command skills (e.g. Kelari’s Judgement) don’t seem to scale with anything.

I tested Spell Damage, Physical Damage, Minion Damage, and Cast Speed, but the damage stays exactly the same regardless of stats or gear.

Is this intended, or am I missing a specific scaling mechanic for these Command skills?
