Vertex Skill Attribute Requirement bug

Vertex is currently bugged where you still need to meet the required attribute from:
1. Equipping the skill without having the require attribute with vertex equipped.
2. Leveling up skills with Uncut Skill gems that you do not have the required attribute for.

Corroborating. This is particularly frustrating when attempting to improve skill gems in the Vaal Temple as you are unable to re-equip them this way.

Cannot equip a skill gem with proper attribute requirement, but if you somehow manage to equip it, then unspec out of all attribute, it is still usable.

Cannot EQUIP SKILL GEM
CANNOT LEVEL UP SKILL GEM
