Regenerate % maximum life questions

I currently have 2.5 of maximum life regenerate per second from the passive tree, and a Maximum life of 1780, but i only have 122 regeneration, when the numbers say i should have a little over 400, am i crazy or am i missing some important detail?

1780*0.025=44.5 the rest is probably from flat regen.
