Is Wildsurge Incantation Keystone supposed to shorten the duration of Arcane Surge?

If I put Arcane Surge support gem into Entangle or Thrashing Vine and I am using Wildsurge Incantation Keystone, my Arcane Surge duration gets vastly shortened. If I put the Arcane Surge support gem on Spark, for example, I get the normal 20sec Arcane Surge duration.

Is this supposed to happen or is it a bug?

No it´s a bug and it also shortens ALL DURATIONS. So every buff, aura effect, other spell, consecrated and everything tied to duration... At least if it´s not a bug the tooltip is way off..
