Disciple of Varashta summons weapon set problem

Hello, could someone explain how to make it work first of all
i have Navira, The Last Mirage with Navira`s Fracutring and somehow i manage to set it that she is "summoned" on both weapon set and Fracturing command skill is on 2 weapon set this is working how i wanted
the problem is now that i got Ruzhan, The Blazing Sword with Ruzhan Reckoning
i cant set it to work same as navira, when i use skill on weapon set 1 he is not "summoned" and his skill is deactivated only when change to weapon set 2 he is summoned and cooldown start i wanted to do it like i have on navira, but dont know how i manage to do that i press X on him scroll to reckoning and uncheck 1 weapon set
