Block Chance Talisman??

Someone please explain this to me. I'm [Removed by Support].

Doesn't add any block to tooltip.

Am I blocking?

Can I increase it with passive?

Make sure you are in a zone outside of town walk a few steps and check you should see block chance when you check character stats. They have a passive block chance and there is an active block skill you will only get the passive block chance not the skill to raise shield. Passives will increase it and any other items that increase block chance such as the anvil unique amulet.
