Constant lag spikes at certain times of the day

Often very short lag spikes (Still very annoying), sometimes lag spikes that can last 20 seconds and in most cases all the action will happen compressed in 1 second when connection goes back to normal (Usually killing me). While this is happening, connection for everything else works just fine. Anyone else experiencing this? I'm based in Poland, in case that matters.
