Meta energy gain 0.4

First time using meta skills since 0.2, i see that there where a lot of changes since. Are decimals counted in the energy gain modifier?

for example:

energy gain modifier = 134%

CoE, Shocked (magic) enemy power gain = 2.68

If not and the energy gained gets rounded down to 2 is the idea that you get an easy +100% energy gained with either boundless energy II (+45% increased energy gained) and a small passive tree investment or heavy passive investment and no support gem?
