[POE2] Missing 2 Passive Skill Points – All Campaign Quests Completed

Description:
I am currently in the endgame, and my Quest Log shows that all campaign quests are fully completed.
However, my character only has 22 Passive Skill Points instead of the expected total of 24.

Steps to Reproduce:
1. Complete the full Path of Exile 2 campaign.
2. Ensure all quests are marked as completed in the Quest Log.
3. Check total Passive Skill Points in the passive tree.

Expected Result:
The character should have a total of 24 Passive Skill Points from the campaign.

Actual Result:
The character only has 22 Passive Skill Points.
The final +2 passive points were never granted.

Additional Information:
- I have verified and replayed all known +2 passive skill point quests, including:
• The ritual altar quest involving the Sacrificial Heart
• The desert crossing quest with the worm and scorpion bosses
• All interlude boss quests
• Trial-related rewards
- All quests are marked as completed, with no pending NPC rewards.
- This appears to be a bug where the quest completion state updated, but the passive skill points were not applied to the character.
- This may have occurred due to instance changes, death, or party play during quest completion.
