Lavianga's Spiritis randomly not applying

Recently noticed my mana was struggling so I did some investigating and discovered that Lavianga's Spirits is randomly not applying in zones. Short unlisted vid demonstrating this in action. Obviously a minor bug but hopefully this raises some awareness!
