Cast on Critical shows 'Missing socket skill'

Cast on Critical and Cast on Elemental Ailment shows "Missing socket skill" even though all requirements are met.

Spirit cost is sufficient

Triggered spell: Comet (has Hit)

Attack skill can crit

Gems are socketed correctly

Works correctly with a Dueling Wand, but breaks after equipping
The Unborn Lich (Ravenous Staff).

Class: Blood Mage

Additional observation:
The bug usually occurs after changing zones/maps.
I have recreated this setup 7 times, and the issue happens consistently


How can this be fixed?

I have the same issue trying to fix but it is impossible , PLS GGG help!!
