Weapon bug

I just bought new item and i have everything to use it.
It says YOU CANNOT USE THIS ITEM. ITS STATS WILL BE OGNORED.
What should i do? I think it's bug. Can someone unlock me that item or help me?
I have all stats to use it, when i take it to the hand its stop working...
