What damage? Creeping Chill creates Chilled Ground.

It's not great anyway. It seems to only affect one of the crystals per skill use. So it won't work with something like glacial bolt to spread lots of chilled ground. Also if the crystal is destroying quickly it won't have a chance to make chilled ground.
