Instruments of power bugged?

I recently specced into Instruments of Power on my Disciple and noticed while I can equip a focus with a staff none of the stats are affecting my character at all. I thought it may have to do with using item set sharing on the staff but even without it there's no change. Has anyone else seen/resolved this?
