Bug with Gear Requirements

I current have 96 intelligence
 I try equip armor that requires 98 intelligence -- I should be able to equip it because it has +13 int, making the actual requirement for the gear 85.  Is this bug? Or equip temporally another gear with "+X to intelligence", then put the body armour on.
