Unleash Hell lockdown when using Undying Hate Timeless Jewel

I am using Undying Hate Timeless Jewel (Ulaman)'s Ambivalent Command to scale cooldown recovery for Unleash Hell , and it causes the skill bugged.

It will lockdown and can't use after 3 to 4 uses depending on the CDR.

when CD is 4.9 , use 4 times will lockdown. when CD is 3.29S , 3 times will lockdown.
