Spark no longer works with Attack modifiers?

As stated things like flat damage, leech with attack dmg and other attack modifiers do not work on Spark, I couldnt see anything about it being changed in the patch notes

Spark is a spell, so attack modifiers won't work with it. You can check the skill tag right below its name.

I swear flat dmg on rings use to boost its dmg. Was this a thing or am i imagining it?
