Salvo Support broken with Crossbow attacks since 0.4

None of the crossbow skills correctly use Salvo support as of 0.4
Prior to 0.4, you would gain seals over time, then you would consume them to fire 2 addition projectiles per seal consumed. In the case of High Velocity Rounds, this meant firing a spurt of projectiles in random directions. As of 0.4, this does not happen. Instead it fires 1 additional projectile with random directions. The seals do not seem to generate, nor does it properly fire the stated 2 additional.
