Cant upgrade spymaster 2 into 3 with medalion

I HAVE NO COMMANDER IN THE CHAIN if that would matter

thats how my temple look



i had 2 medalions in the past noone could be used on spymaster 2 near top right corner

First level was gained by using medalion

also for over 15-20 temples i couldnt see any spymaster room in my draftpool to upgrade this spymaster by assasination

you only are able to level up once with medallion a room

i am also having the same issue,spymaster is not upgrading tiers at all, i have tested this with the planner and the spymasters are meant to be tier 3.

this is really annoying as i have done over 10 runs and not able to get any Juataloti's Medallions.
