Overwhelming Presence doesn't work for Fire Spell on Hit (Accurate test video included)

So Overwhelming Presence reduce enemy Ailment Threshold, which supposed to make me generate more energy with Fire Spell on Hit because it's generated energy based on amount of Ailment Threshold hit will deal.

To test it accurately, i used spear that roll either it's minimum or maximum damage.
Removed Crit, Rage and anything that could change my damage, so i could only have 1 possi

So i was getting 0-1% when i rolled bottom roll damage, and 13-14% top roll damage, i assume it's just rounding.

And thing is, i generate exactly same amount of energy regardless if Overwhelming Presence is enabled or not, same 0-1% on bottom roll hit, and same 13-14% on top roll hit.

Maybe "Elemental Ailment Threshold" and "Ailment Threshold" aren't same things.
But clicking on "Ailment Threshold" cause "Elemental Ailment Threshold" pop up window to appear, so i assume its same things.
