Shapeshift effect snapshot?

Anyone else experienced this? Shapeshift forms sometimes seem to have negative snapshots of effects, for example after being slowed, the empowered rend attack with wyvern makes you even slower and this carries over to base speed even after the slow and empowered rend wears off.
