Snap + Skeletal Frost Mage Command Interaction

Skeletal Frost Mage's command skill states that minions enveloped in the ice armor are counted as frozen for other effects, so one would think that you would be able to target them with the snap skill, as long as you have the sacrificial lamb support on the minions you want to target. You are not able to target said minions with snap while they are "considered frozen for other effects"

Is this working as intended, or a bug?
