Arctic Howl + Elemental Focus stops all freeze accumulating on enemies if they are primed

As the title suggests, using elemental focus on a skill that has a threshold/conditional requirement (i.e. primed for freeze from Arctic Howl) results in the enemy becoming immune to any freeze thereafter.

I was testing to see whether or not you could stop the howl from freezing in lieu of another skill, and was expecting that the howl would either;

a) not freeze but leave the freeze build up to be triggered by another skill
b) potentially consume the freeze, triggering the internal cooldown before freeze buildup can occur again

Enemies can still be chilled, but no further freeze build-up can be applied.
