Trail of Caltrops bugged

The skills doesnt spawn the caltrops when you have a scepter and shield equiped. I asume its becuase it wants to do "attack" dmg and cant find a weapon to base it on, however it does not have an attack tag, and has its own base dmg, so scammed again i guess.
