Burning Monolith permanently unavailable after early interaction without fragments

I am permanently locked out of the Arbiter of Ash encounter due to early interaction with the Burning Monolith before owning the required fragments.

At league start, I interacted with the Burning Monolith without having any Crisis Fragments. I did not enter the fight and left the area. Since then, the Burning Monolith has never reappeared and current one cannot be accessed, despite killing all citadel bosses and owning all required fragments.

I require your help in reseting this instance and allowing me to fight the arbiter. Due to the bad design of the tablets and poor implementation, this is league-ending for me and many others like myself who encountered this bug.
