Out of Bounds in Arastas

I came to Arastas after speaking with Missionary Lorandis in Kingsmarch but before progressing the quest to the point I could continue. When arriving at the guards posted atop the staircase at the Northern end of town, you are prevented from walking past, however I was able to accidentally sprint past since I had momentum after rounding the corner. I was able to repeat it by dodge-rolling as well.

Also, missing texture. Not really an issue since it's out of bounds but just wanted to point it out since I saw it.

I did the same thing and was able to sequence break the act, skipping the scene in the church but completing the rest of the content in Arastas.
Now that I have completed act iv in its entirety, returning to Arastas all of the guards and such are still there and friendly and on my ship there are 2 copies of Makoru, and even Kanu is still around.
