Cast on Elemental Ailment won't activate in second weapon slot on PC but does on SD

I play on my PC and steam deck. My cast on elemental ailment works perfect on my steam deck, but won't recognize any slotted skill for weapon slot 2 on PC. I thought it was my imagination when it felt more powerful on the SD over the PC until I realized it was offline for "MIssing Socketed Skill"

Please help!

SD is great for solo, but when I enter groups it bogs down to hard to play.
