Trial of the Sekhemas Keys Rewards

I have playd Trial of the Sekhemas few times and noticed that sacred water to keys exchange is kinda wrong. If i have much sacred water i alwayas get 1-2 bronze keys. If i have very less it comes out to be golden key. I assume it is wrong and must be a bug. Silver key is normal, no anomaly.
