Atlas points unique book bug

I am completing my atlas and i finish to unique maps, both gave me the book for skills points but when i went to use them those are not added so i have the "warning message": "4 atlas passive skill points available" but i can't spend those.

Check the surrounding trees. Atlas points are not universal.
